Professor Emeritus of the Department of History of the University of Wisconsin-Stevens Point, Peguero obtained a Master's degree in Philosophy (1989) and a Ph.D. in History from the College of Arts and Sciences (1993) at Columbia University in New York City. She also obtained a master’s degree in Arts and Education at Ball State University, Muncie, Indiana (1974) and a Bachelor’s degree in Education at Universidad Católica Madre y Maestra, Santiago, the Dominican Republic (1971). Her areas of specialty are: modern history and culture of the Caribbean and Latin America, in particular Dominican history. In addition to teaching at the University of Wisconsin-Stevens Point, she also taught at Herbert H. Lehman College of the City University of New York, Columbia University in New York City, Pontificia Universidad Católica Madre y Maestra in Santiago, the Dominican Republic and other institutions.
At her Alma Mater, the Pontificia Universidad Católica Madre y Maestra, besides teaching, she served in various administrative positions, including Interim Vice-Chancellor, Chair-person of the Department of History and Geography, Director of the Library and Director of Personnel. Author of several books and essays, she has published in the Dominican Republic, United States and Spain.

She has delivered scholarly presentations on race and ethnicity, immigration, women, militarism, politics and other subjects in the United States and the Dominican Republic, but also in China, Cuba, Peru, Venezuela and other countries.
